The Wednesday Council is 3:00 pm local, every Wednesday, no exceptions. Protecting the time is half the ritual.

Round one: the Brief is read aloud
We open by reading the week’s Morning Briefs aloud, one operator at a time, in the order the Briefs arrived. No commentary yet — just hearing.

Round two: questions, not answers
We ask each other questions about what we just heard. Not statements, not opinions. This forces listening to happen twice.

Round three: decisions, cited
Any decision made in the Council is cited back to a record by the end of the call. No decision escapes the meeting as an undocumented agreement.

The closing signal
We end by naming one thing each operator will have done by the next Council. Then we leave. No round-robin goodbyes, no "quick thing".
